President to inaugurate power plant`s firing unit in E. Kalimantan

Kutai Kartanegara, East Kalimantan, (ANTARA News) - President Susilo Bambang Yudhoyono, on Saturday, was scheduled to inaugurate firing unit I of Steam Power Plant (PLTU) Embalut, Tanjung Batu, East Kalimantan Province.

The Head of State on the occasion would be accompanied by Energy and Mineral Resources Purnomo Yusgiantoro, East Kalimantan Governor Termizi A Karim, and President Director of PT Cahaya Fajar Kaltim Dahlan Iskan.

The President earlier said that the constructions of power plant projects were aimed at increasing the power supply.

When dedicating four power plants in Balikpapan, East Kalimantan, on Friday Yudhoyono said since Indonesia`s independence in 1945, the country`s power capacity had been only 25,000 MW, despite the growth of the nation`s population and industries.

"Now we have additional power capacity of 10,000 MW more. At present, it`s enough, but later it should be added," he said referring to the newly inaugurated power plant projects.

To avoid the impact of the world energy crisis, the government of Indonesia has made efforts in improving environmentally friendly oil and gas production, developing alternative energy and cutting back on energy consumption.

The president appreciated the inauguration of the four power plants which will increase the voltage in four regions in Indonesia.

On Saturday afternoon, the Head of State would officially open the 17th National Sports Week (PON) in Samarinda which will be participated in by around 13,000 athletes.

President Susilo Bambang Yudhoyono was on a visit East Kalimantan Province from July 4 to 5, 2008 before proceeding to Malaysia and later to Japan to attend a Developing Eight (D-8) and G-8 Summit.

Saudis plan Rp 600b rice estate investment

A consortium of 15 Saudi Arabian investors is ready to take part in the Merauke Integrated Rice Estate (MIRE), injecting at least Rp 600 billion (US$65.04 million) into the region, an official says. Writing by Novia D. Rulistia for The Jakarta Post (07/03/08).

The Agriculture Ministry's secretary-general, Hasanuddin Ibrahim, said Wednesday each investor wanted to open about 5,000 to 10,000 hectares of land in Merauke, Papua.

"To open the land, investors need about Rp 8 million to Rp 10 million per hectare. So an investor needs to invest Rp 40 billion for every 5,000 hectares of land they want to open," he said after the signing of a memorandum of understanding with the State Logistics Agency (Bulog).

Merauke Integrated Rice Estate is a program designed to make the Merauke regency in Papua province an integrated rice production complex for supplying the staple food to eastern areas of the archipelago. The government has provided 1.6 million hectares of land for the program.

The ministry earlier said the investment would also be channeled for the construction of 700 kilometers of roads in the regency, 1,500 kilometers of connecting road to West Papua province, three ports and irrigation systems. The projects are expected to start by the end of this year.

The Central Statistic Agency says total harvest area last year in Papua was 20,788 hectares, up from 19,898 hectares a year earlier. The total harvest area in Indonesia was 12.16 million hectares, most located outside Java.

The ministry said the investors from the world's largest oil producer chose Indonesia for the agribusiness venture due to its decent water provision and supporting climate. In addition, Indonesia has adequate paddy conservation technology, including seedbeds, cultivation and reliable human resources.

Hasanuddin said there were also several local firms interested in joining the MIRE program, including Medco E&P Indonesia and PT Bangun Cipta Kontraktor.

According to the Investment Coordinating Board, Saudi realized investment in Indonesia reached $1.3 million last year from zero in 2006.

In addition to investment in the agriculture sector, investors from Saudi Arabia are also interested in investing in Indonesia's tourism, food-processing and energy sectors.

The government has taken considerable measures to attract investment from Middle Eastern countries, such as the introduction of the country's first law on sharia banking and the president's visit to Saudi Arabia, United Arab Emirates (UAE), Qatar, Kuwait and Jordan in early 2006

Other Middle Eastern investors who have expressed investment plans in Indonesia this year include Dubai-based real estate giant Emaar Properties, which says it wants to build the tallest skyscraper in Southeast Asia in the country, and Ras Al-Khaimah of the UAE, which is interested in developing the Tanjung Api-Api Port and a connecting railway to Palembang, South Sumatra.

Indonesia expects record investment in 2008-09

Indonesia's chief investment agency said it expects foreign and domestic investment to hit a new record this year and in 2009, driven by demand for new infrastructure including power plants and toll roads. Writing By Muhammad Al Azhari and Harry Suhartono, editing by Sara Webb/Sugita Katyal/Rory Channing in Reuters.

Muhammad Lutfi, who heads the agency, said he is optimistic that total domestic and foreign direct investment would rise 15 percent to nearly $16 billion in 2008, from a record $13.8 billion in 2007, and surge to $20 billion next year.

Southeast Asia's biggest economy badly needs billions of dollars of investment, especially in infrastructure, to push economic growth and reduce high unemployment.

"We are certain that we will meet the 15.2 percent target of investment (growth)" for 2008, Lutfi told a gathering of foreign correspondents in Jakarta on Wednesday.

"We had a good number in the first quarter. Next year is a challenge because of the slowdown of the economy, that's what we feel."

A combination of political stability and an improving economic outlook helped to attract a record foreign direct investment last year, although the agency, known as BKPM, does not provide details of the investments.

Some analysts warn that political uncertainty ahead of next year's parliamentary and presidential elections, and a slowdown in economic growth could hurt investment.

The government's decision to hike subsidised fuel prices by an average of nearly 30 percent in May is expected to lead to weaker consumer spending. The government expects GDP growth of 6-6.4 percent this year, compared with 6.3 percent in 2007.

However, Indonesia still lags countries such as China in attracting foreign investment because of perceived legal uncertainties and graft, and a complicated bureaucracy.

The country ranks 123rd out of 178 countries in terms of ease of doing business, according to a World Bank survey last year.

KEY INFRASTRUCTURE

Despite such challenges, Lutfi said several infrastructure projects are likely to materialise next year and help boost investment. The agency will encourage investment in key infrastructure areas such as electricity, toll roads, ports and airports within the next two years, he said.

Only 64 percent of Indonesian households currently have access to electricity, he said, adding that the government has invited the private sector to finance its programme to build 10,000 MW of coal-fired power plants in Java, Sumatra and Bali.

The agency is promoting investment in resource-rich regions, including Sumatra, Java, Sulawesi, and Papua, where there are opportunities to invest in the crude palm oil, coal, nickel, and pulp and paper industries, Lutfi said.

Lutfi, who has been in charge of promoting investment in Indonesia since May 2005, was an economic adviser and spokesman for President Susilo Bambang Yudhoyono during the 2004 election campaign.

He previously headed the Mahaka Group, a conglomerate with interests including electricity, luxury apartment development, commodity trading, and media.

Telkomsel bidik 10.000 Desa Terpencil

Tahun ini belanja modal Telkomsel mencapai 1,7 miliar dollar AS. Sebagian besar belanja modal dialokasikan untuk pengembangan infrastruktur.

Diminta komentarnya mengenai prospek bisnis program Merah Putih, Kiskenda hanya tersenyum.

Prime Petroservices to build mini LNG plant worth $327m

Integrated oil and gas service provider PT Prime Petroservices (PPS) plans to build a small liquefied natural gas (LNG) plant in Bali this year with a total investment of Rp 3 trillion (US$327 million).

PPS, through its subsidiary PT Indogas Kriya Dwiguna, will build the plant, with a capacity of 300,000 tons per year, on Pagerungan Island, north of Bali, the company's president director, Faiz Shahab, told a media gathering in Jakarta on Monday.

In comparison, an existing LNG plant in Bontang, East Kalimantan, has a capacity of 18.5 million tons per year, while another in Arun, Nangroe Aceh Darussalam, outputs 12.5 million tons annually.

Faiz said the new plant would be the fourth in Indonesia, adding to those in Bontang and Arun, and an ongoing Tangguh project in Papua, which is scheduled to be onstream by the end of the year.

PPS finance director Didit A. Ratam said 30 percent of the project funding would come from the company's internal equity, while 70 percent would be garnered through bank loans.

PPS also plans to use the investment to build two LNG receiving terminals in Bali and na LNG carrier ship.

He said the plant would help state-power firm PLN reduce its dependence on oil, which has soared to more than $130 per barrel. PLN currently uses diesel in its gas-fired power plants in Bali due to a gas supply shortage.

In an attempt to convert to gas, PLN has signed a gas sales agreement worth Rp 10 trillion with PPS to secure gas supply to its power plants in Bali until 2026.

Faiz said PPS would supply the gas from the Terang, Sirasun and Batur gas fields operated by local oil and gas company Energy Mega Persada.

The company decided to build the LNG plant on the island to avoid reliance on problematic deep-sea pipelines, Faiz said.
